The projects carried out within the scope of the Ministry of Agriculture and Forestry's Strategic Plan 2024-2028 reveal a concrete success story, with most of the performance indicators reaching their targets.<\/p>\n<p>Ar-Ge \u00e7al\u0131\u015fmalar\u0131, kurakl\u0131\u011fa dayan\u0131kl\u0131 \u00fcr\u00fcnler, dijital tar\u0131m uygulamalar\u0131 ve s\u00fcrd\u00fcr\u00fclebilir su\u2011toprak y\u00f6netimi, plan\u0131n sistematik ve \u00f6l\u00e7\u00fclebilir \u015fekilde uyguland\u0131\u011f\u0131n\u0131 g\u00f6steriyor. 2024 faaliyet raporuna g\u00f6re, stratejik plandaki 153 g\u00f6stergeden yakla\u015f\u0131k %75\u2019i hedefe ula\u015fm\u0131\u015f veya a\u015fm\u0131\u015f durumda.<br \/>\nThe plan, updated in 2025, further consolidated this progress and aligned indicators with annual targets. Ministry reports show that the plan is being implemented on the ground, not on paper.<\/p>\n<p>But the striking fact is that farmers are still dissatisfied.<\/p>\n<p>Why? Payments are often delayed; some subsidies were due in March but have still not been received. High increases in diesel, fertilizer and seed prices limit the benefits to farmers\u2019 pockets. Moreover, the \u201cbasic support\u201d model, which replaced diesel and fertilizer subsidies in 2025, is perceived by farmers as \u201creduced support\u201d.<\/p>\n<p>What matters for farmers is cash flow and income security to cover production costs and sustain their operations throughout the year. The ministry's plan aims for efficiency and sustainability in the long term, but in the short term its impact does not match the economic reality of farmers.<\/p>\n<h3>Concrete Steps to Increase Farmer Satisfaction<\/h3>\n<p>What needs to be done to ensure that the success is reflected in farmers' pockets and fields:<\/p>\n<p><strong>Short Term<\/strong><\/p>\n<p>* Clarify and accelerate payment schedules: Subsidies should be announced on a monthly or seasonal basis. Farmers should know how much they will receive on which date.<br \/>\n* Reduce input costs: Temporary additional support or subsidies can be provided for diesel, fertilizer and seed costs.<br \/>\n* Facilitate application and information: Simple guides and automatic notifications through e-Government and agricultural offices should be used.<\/p>\n<p><strong>Medium and Long Term<\/strong><\/p>\n<p><strong>* Planned production and consultancy:<\/strong> Production planning and field trainings should be provided for each region.<br \/>\n<strong>* Sustainable and efficient production methods:<\/strong> Drought-resistant varieties, organic fertilizers and biological control methods should be popularized.<br \/>\n<strong>* Removes local differences:<\/strong> Reduce regional inequalities and provide additional support to regions with drought, logistics and infrastructure problems.<br \/>\n<strong>* Transparency and communication:<\/strong> Ministry activities and project results should be published in a farmer-friendly language; farmers should be able to view data on interactive platforms.<br \/>\n<strong>* Financial instruments and insurances:<\/strong> Risks should be reduced by utilizing crop and income insurances and agricultural loans.<\/p>\n<p>So, satisfaction is not just about paying more. It is necessary to improve payment timing, reduce costs, ensure information flows and support sustainable production. Short and long-term solutions must be implemented together.<\/p>\n<h3>Areas where the Strategic Plan needs to be updated<\/h3>\n<p><strong>* Payment and support mechanisms:<\/strong> Concrete timetables should be integrated into the plan, e.g. \u201cSubsidies to be paid in March 2026.\u201d<br \/>\n<strong>* Measures against cost pressure:<\/strong> Diesel, fertilizer and feed price increases should be added to the risk analysis; short-term supports should be planned proactively.<br \/>\n<strong>* Regional and local differences:<\/strong> Drought, infrastructure and logistical differences should be reflected in targets and indicators.<br \/>\n<strong>* Training and information:<\/strong> Training and mentoring should be added to understand support models on the ground.<br \/>\n<strong>* Transparency and digital tools:<\/strong> Farmers should be able to see the status of support and the implementation of the plan; these indicators should be included as performance measures in the plan.<\/p>\n<p>The strategic plan must become something that works on the ground and touches the farmer. Success is not only measured by the completion of projects; farmer satisfaction and income security should also be included as performance indicators.<\/p>\n<p>Official data shows that the plan has been successfully implemented. However, real success is measured by the benefits to farmers' pockets and fields.
