According to official figures, Turkish agriculture is on an extraordinary upward trend. The projects carried out within the scope of the Ministry of Agriculture and Forestry's Strategic Plan 2024-2028 reveal a concrete success story, with most of the performance indicators reaching their targets.<\/p>\n

\nThe plan, updated in 2025, further consolidated this progress and aligned indicators with annual targets. Ministry reports show that the plan is being implemented on the ground, not on paper.<\/p>\n
But the striking fact is that farmers are still dissatisfied.<\/p>\n
Why? Payments are often delayed; some subsidies were due in March but have still not been received. High increases in diesel, fertilizer and seed prices limit the benefits to farmers\u2019 pockets. Moreover, the \u201cbasic support\u201d model, which replaced diesel and fertilizer subsidies in 2025, is perceived by farmers as \u201creduced support\u201d.<\/p>\n
What matters for farmers is cash flow and income security to cover production costs and sustain their operations throughout the year. The ministry's plan aims for efficiency and sustainability in the long term, but in the short term its impact does not match the economic reality of farmers.<\/p>\n
What needs to be done to ensure that the success is reflected in farmers' pockets and fields:<\/p>\n
Short Term<\/strong><\/p>\n * Clarify and accelerate payment schedules: Subsidies should be announced on a monthly or seasonal basis. Farmers should know how much they will receive on which date. Medium and Long Term<\/strong><\/p>\n * Planned production and consultancy:<\/strong> Production planning and field trainings should be provided for each region. So, satisfaction is not just about paying more. It is necessary to improve payment timing, reduce costs, ensure information flows and support sustainable production. Short and long-term solutions must be implemented together.<\/p>\n * Payment and support mechanisms:<\/strong> Concrete timetables should be integrated into the plan, e.g. \u201cSubsidies to be paid in March 2026.\u201d The strategic plan must become something that works on the ground and touches the farmer. Success is not only measured by the completion of projects; farmer satisfaction and income security should also be included as performance indicators.<\/p>\n Official data shows that the plan has been successfully implemented. However, real success is measured by the benefits to farmers' pockets and fields.
