In our last article, we talked about Turkey's teaching crisis and evaluated the issues that constitute the sub-headings of this crisis in detail under the headings of unassigned teachers, the Law on the Teaching Profession and the career ladder, insufficient appointments, unfair interviews, the opening of the National Education Academy despite the objections of teachers and faculties of education, ex-officio appointments in project schools, district groups regulation, private school teachers, norm staff deficits and the employment of paid teachers.<\/p>\n
There were many issues we left out in this evaluation. One of them is that for many years, teachers working in compulsory service areas have not been able to fulfill their requests for optional out-of-province assignments, even though they have completed their compulsory service duties, on the grounds that there are not enough quotas.<\/p>\n
Appointment and relocation of teachers are made according to the \u201cRegulation on Appointment and Relocation of Teachers Affiliated to the Ministry of National Education\".<\/p>\n
Discretionary Relocation Procedures are divided into two as internal discretionary relocations and external discretionary relocations.<\/p>\n
The legal procedure for voluntary relocations between provinces is as follows;<\/p>\n
Tenured teachers may request inter-provincial transfer if they have completed 3 years of service as a teacher or as an educational institution administrator within the scope of second duty in the province where their staff is located, and those appointed to teacher positions from contracted teachers may request inter-provincial transfer if they have completed 3 years of service in the province where they work, provided that they have served as a tenured teacher for 1 year.<\/p>\n
Inter-provincial voluntary relocations are made according to the announcement published in May within the framework of the calendar determined by the Ministry. The announcement specifies the application conditions, application method and other issues.<\/p>\n
Inter-provincial voluntary transfers are made according to the preponderance of service points to the educational institutions in need in their fields, taking into account the preferences of permanent teachers. In case of equal service points, the one with more service time in teaching shall be given priority.<\/p>\n
Among the teachers who have been working in the compulsory service region for years and cannot be assigned to other provinces, there are teachers who have stayed in the same place for 15 years. Although service point superiority is the basis for relocations between provinces, this is secondary. In apology group assignments, teachers with 1-2 years of service go to the places they want with 20-30 points, while teachers who request voluntary relocation cannot be assigned to the provinces they want with high scores. While all vacancies are shown to teachers in apology groups, 5-10 schools are opened or none at all for teachers requesting inter-provincial relocation.<\/p>\n
As a result, teachers who remain in compulsory service areas are unable to relocate voluntarily and resort to various means to escape from these areas. Among these ways are fake marriages and getting insurance for a non-working spouse.<\/p>\n
For those teachers who have rightfully requested to be transferred to other provinces without resorting to these means, relocation has become almost impossible. For example, in 2025, 112 700 teachers requested to be transferred between provinces, but only 14 720 of these teachers were relocated. In other words, only % 13.05 of the teachers who requested inter-provincial relocation were realized.<\/p>\n
A solution should be found for teachers who cannot benefit from the excuse of spouse status and health status in inter-provincial transfers, and these teachers should be given the opportunity to work in other provinces.<\/p>\n
The way to do this is to open all vacant norm staff positions in the provinces to teachers who request them, regardless of whether they are working as paid teachers or not. As a result, teachers will not only be able to avoid fraudulent relocation schemes, but will also have the opportunity to serve in other provinces through normal relocation, which is their right.<\/p>","protected":false},"excerpt":{"rendered":"
