Zonguldak is the center of mining. My friend told me your name: Satılmış. Since the Galatian bankers, French and British colonizers, and still to this day, workers from rural areas work in the mines. Their parents give them the name Satılmış. Because he will go to work in the mine, maybe he will not come back, he will stay there. For that reason, they give them the name Satılmış, meaning dedicated to God, left to his protection. Since the Ottoman Empire, this working system still continues today. Workers die in deaths (occupational homicides) that political leaders blame on fate by putting 500 Lira, 1000 Lira in their pockets and closing them. They work for at least 10 hours, go home for 2 hours and have to sleep for another 10 hours. The only thing he eats is tomatoes, eggs and a piece of bread. What is required of him is a minimum of two tons of coal. The minimum calorie he has to gain during the production of this coal is 1500-1600 calories. But he cannot earn it. Capital, which demands this product from him, condemns him to death...‘

They say walk, they say walk, they say walk to hunger / The black diamond has become a coffin, they say die if necessary...
The decisions taken by Turkish capitalism on January 24, 1980 to integrate into world capitalism on the axis of neo-liberal policies could not be implemented in the face of working class opposition. Turkish capitalism, which wanted to take its place in the new international division of labor by implementing policies called export-oriented industrialization, achieved this goal through the military coup of September 12.

Precarious forms of employment were introduced with neo-liberal policies, and heavy pressure was put on the union movement. Although certain gains were achieved with the “Zonguldak Great Miners” March" and this process was postponed, workers were disorganized and the regime of mass murders at work began to be applied in the mines. After 1980, mass murders occurred in Kozlu, Armutçuk, Yeni Çeltek and Sorgun and hundreds of workers lost their lives. In the AKP years, the massacres of miners continued to increase. Soma, Ermenek, Küre, Dursunbey, Mustafakemalpaşa, Kozlu, Ermenek, Şirvan, Şırnak, Amasra, Karaman and İliç are the mass murders we have experienced in our recent past. As can be seen from this picture, the neo-liberal policies that started with September 12 were deepened during the AKP rule.

Turkey's mining policy in the 2000s
While the share of the mining sector in GDP and exports has increased in the AKP years, the capital accumulation strategy in the mining sector has become more aggressive and plundering. In 2013, during his tenure as Prime Minister, Erdoğan signaled the change of axis in the regime of accumulation when he said, “I have taken all these mining works under my control. I said that I will personally see whatever happens, whether it is marble, gold, copper or zinc.” In line with the aggressive growth strategy of Turkish capitalism, the Mining Law No. 3213 has been amended at least 20 times and numerous regulations have been amended. Most recently, on January 16, the Official Gazette published the “General Directorate of Electricity Generation Corporation General Directorate Royalty Tender and Implementation Regulation”, which regulates the opening of mining sites in the EÜAŞ concession area to the private sector through the royalty method.

Two points must be taken into account when analyzing the mining sector and the process of public sector divestment. The first is the synchronicity of the growth graph of the mining sector with the more intense integration of Turkish capitalism into the international system and the greater emphasis on privatization policies to attract foreign capital. The second is the entrenchment of the “extractivist” (resource exploitation) model in both the administrative and economic spheres in the transformation of Anatolia into a “global quarry” for foreign companies. The starting point of the extractivist model is summarized as follows: The commodification of areas that have not yet been commodified in line with the production and market strategy of multinational monopolies, the total exploitation of nature and land and their transformation into objects of trade; the dispossession, impoverishment and expulsion of the people living in these geographies from their lands.

“With the entrenchment of the ”extractivist" tendency, the number of companies with international and national capital is increasing in the mining sector. The main reason behind the policies that nurture and grow these mining companies is that it is the most effective way to accelerate capital accumulation and appropriation of land. The fact that the direct appropriation of land, including the regulation known as the Olive Law, is so severe can be read together with the transition to the Presidential Regime. According to a study conducted by the Polen Ecology Collective based on MAPEG data, 468,784 hectares (an area larger than the area of Trabzon province) were sold to mining companies in a year and a half. Of the sold tenders, 202 of them consist of license areas defined as mega-mines (over 1000 hectares).

This scale of violent privatization and dispossession can only be implemented if the political structure is more unified and authoritarian. The period from 2017 and onwards, when the share of the mining sector in the economy gained uninterrupted upward momentum, can be read together with the transition to a presidential regime. At this point, Anatolian geography has been transformed into a global mining pit under the invasion of domestic and foreign companies, while the ground for dependency has been prepared with neoliberal restructuring that has almost destroyed most of the previous production forces in agriculture and industry.

Those oppressed underground call out to the earth / They say the mines are ours
We do not want low wages, over-intensive overwork, social insecurity, very dangerous work without precautions disproportionate to the risks in the line of work, inadequate nutrition, under the grip of debt, working far away from our homes, forced to migrate; we do not want arbitrary conditions between the two lips of the boss. We want to work for a decent wage, working hours and in a health and safety environment. We want the mines to be nationalized, our union will not be interfered with and worker control to be ensured. On the other hand, we want all the people and living creatures living in the mining sites of the capitalist order, which is targeting our lives with occupational murders, severe injuries and occupational diseases, not to lose their water, air, lungs and living spaces. This is why we say “we are the ones who produce and we will be the ones who govern”...

1267 work murders in mines in the last thirteen years!
In the last thirteen years, 1267 miners have lost their lives in occupational homicides, 91 percent of which were reported in the national press, and 9 percent of which were reported in the local press, based on information gathered from workers’ colleagues, civic associations, families, occupational safety experts, workplace physicians, trade unions and local media.

- First of all, there is one point we would like to underline. Historically, occupational homicides in Turkey have been identified with the mining industry. Mine worker deaths are not a reality that can be hidden, even in unlicensed production. At this point, when we compare the ISIG Assembly's data on occupational homicides with the SSI work accident statistics (excluding 2025, because the SSI data has not been released), we must say that we found 13 deaths less than the official data. In other words, the report reflects exactly what is happening in occupational homicides. (Let us remind that the missing information in the report should be completed by research and that we have very limited information on deaths related to occupational diseases).

- More than half of the worker deaths in mines occurred in lignite and hard coal mines. A quarter occurred in marble and stone quarries. In other words, four-fifths of the 1267 mine worker murders were in coal, marble and stone quarries.

- When we look at the causes of mine worker deaths, seventy percent are due to cave-in/crushing and poisoning/drowning. Explosion/burning and service accidents are other prominent causes.

- According to age groups, mine worker deaths are mainly in the 18-50 age group. The narrow range where deaths are concentrated is the 30-34 age group.

- On August 25, 2013, 16-year-old Ferhat İridağ was crushed to death under a truck he was loading at a quarry in Yahyalı, Kayseri... On April 7, 2025, 17-year-old Mehmet Özarslan fell into a river while performing oil maintenance on a construction machine at a sand quarry in Sarıoğlan, Kayseri...

- Two women workers, Ayşe Uygun and Saniye Demir, who worked in manganese and marble enterprises, died due to traffic accidents and violence...

- During this period, 7 Afghan and Syrian miners, 5 Chinese miners, 1 each from Iraq, Iran and Turkmenistan lost their lives. The death of Wazir Mohammad Nourtani has never faded from our memories and has become a symbol for the working conditions of migrant mine workers.

- Of the mine workers who died in the last thirteen years, 403 (31.8 percent) were unionized and 864 (68.2 percent) were non-unionized. As far as we can determine, 313 of the unionized workers who died were members of Türk Maden-İş, 84 were members of Genel Maden-İş, 4 were members of Bağımsız Maden-İş, 1 was a member of Dev Maden-Sen and 1 was a member of Öz Maden-İş. Of course, mines, where workers who ’say goodbye as they leave the house’ and ’are called Sat Satan’ work, are in a very dangerous line of work. At this point, it is obvious that there would be more deaths if there were no unions. On the other hand, at this point, the existing union movement is unable to prevent privatization, subcontracting and precarious work; it is unable to ensure that worker health and occupational safety measures are taken. The fact that the 301 workers who died in the symbolic Soma massacre were unionized shows the necessity of a new trade union movement.

- Manisa, the center of lignite coal mining, had the highest number of mine worker deaths with 28 percent. In second place was Zonguldak, the center of hard coal mining, with 11 percent of deaths. Other cities where mine worker deaths were concentrated were Muğla, marble and feldspar; Bartın, hard coal; Şırnak, lignite coal; Karaman, marble and lignite coal; Isparta, marble and barite; Denizli, marble and chromium; Aydın, various quarries; marble, lignite coal and boron in Kütahya; marble, zinc and chrome in Balıkesir; marble in Burdur; copper in Siirt; chrome and marble in Bursa; chrome in Elazığ; stone and sand in Istanbul; and chrome and zinc in Kayseri.

***

The distribution of occupational homicides in mines in the last thirteen years by year is as follows:

93 miners died in 2013, 386 miners in 2014, 67 miners in 2015, 74 miners in 2016, 93 miners in 2017, 67 miners in 2018, 64 miners in 2019, 61 miners in 2020, 70 miners in 2021, 105 miners in 2022, 51 miners in 2023, 75 miners in 2024 and 61 miners in 2025...

The distribution of occupational homicides in mines in the last thirteen years by mines is as follows:

682 mine workers in lignite and hard coal; 178 mine workers in marble; 132 mine workers in stone; 56 mine workers in chrome; 36 mine workers in copper; 30 mine workers in sand; 18 mine workers in gold; 13 mine workers in zinc; 10 mine workers in feldspar; 6 mine workers in iron; 5 mine workers in boron; 4 mine workers in barite; 3 miners each in manganese, magnesite, lead and oltu stone; 2 miners each in antimony, bauxite, silver, geothermal and salt; 1 miner each in diamond, fluorite, graphite, calcite, lime, quartz, quartzite, cobblestone, pumice and sandpaper died while working in underground/surface quarries or affiliated enterprises... 65 miners worked in the mines, but we could not clarify the information about the mines.
