This question does not merely interrogate a historical deficiency; it also compels us to reflect on the conditions under which philosophy is possible and the social structures in which it can take root.

Philosophy is often understood simply as “thinking.” Yet thought has existed in virtually every period and region of human history. Myths, sacred texts, cosmogonies, and moral teachings are all profound products of thought. What sets philosophy apart is the courage to question thought itself. Philosophy seeks to make reason the measure of itself by shifting the source of truth beyond tradition, authority, or the sacred. For this reason, philosophy is not merely a mental activity but also a social and political possibility. For without a space where questioning can occur without punishment and where differing views can coexist, philosophical thought either fails to emerge or is quickly silenced.

Mesopotamia and Anatolia are among the oldest and most culturally rich regions in human history. The invention of writing, the systematization of law, mathematical calculations, astronomical observations, and medical practices all originated in these regions. This makes it impossible to claim that these regions lacked thought or knowledge. However, this knowledge largely possesses a practical, functional, and administrative character. Knowledge was concentrated around palaces and temples, preserved and transmitted by priests and rulers. Within this structure, the purpose of knowledge was to maintain order rather than to understand the world. In such a context, questioning knowledge itself—that is, asking “Why is this knowledge true?”—was perceived as an act that threatened the system. Therefore, the issue is not the absence of philosophy, but the fact that knowledge has been sanctified to the point where it cannot be transformed into philosophy.

The example of ancient Greece is illuminating in this regard. The emergence of philosophy in the Greek world cannot be explained by cultural or intellectual superiority. What was decisive was the political and social structure. The fragmented structure of city-states, the absence of a single, absolute authority, and the ability of citizens to participate in public debate ensured that ideas circulated in a contentious yet vibrant manner. Even Socrates’ trial and execution, paradoxically, demonstrate the existence of a space where a questioning figure could emerge. For without such a space, Socrates would not merely have been silenced—he would never have existed at all. For this reason, philosophy is born not in a tranquil environment of freedom, but in a realm of freedom intertwined with uncertainty and conflict.

At this point, the question of whether free thought gives rise to philosophy or whether philosophy creates free thought takes on a new meaning. Historical experience shows that these two do not determine one another in a one-way manner; rather, they emerge together and are suppressed together. When the space for free thought narrows, philosophy is the first to suffer; when philosophy is silenced, science loses its critical nature and turns into dogma. In the history of the Middle East, the sanctification of political power has made the interaction of thought with the political sphere dangerous, thereby preventing philosophy from taking root as a public activity. For this reason, thought has either turned toward mystical withdrawal or taken defensive and strictly defined forms, such as kalam.
The issue of science’s lack of progress is not independent of this context. Science is not merely the production of technical knowledge; it is based on the principle of falsifiability. Falsifiability, in turn, requires challenging authority and questioning established truths. If truth is determined by an authority that speaks in the name of God or is intertwined with political power, science does not progress; it merely repeats existing knowledge. For this reason, the scientific revolution did not emerge by chance, but within a historical context where thought became secularized and sacred and political authorities became subject to criticism.

Ultimately, the question “Did freedom fail to develop because there was no philosophy, or did philosophy fail to develop because there was no freedom?” rests on a flawed or false dichotomy. The real issue is whether thought remains merely individual wisdom or whether it can transform into public, pluralistic, and critical institutions. Thought existed in Anatolia and Mesopotamia; in fact, there were extremely profound metaphysical and ethical inquiries. However, these inquiries failed to evolve into continuous, self-reproducing philosophical traditions. Therefore, the problem is not the absence of philosophy, but the historical narrowing of the space in which philosophy could thrive.

Philosophy is neither an intellectual ornament nor a cultural luxury. It is a necessity born of the tension between freedom and uncertainty. Neither does freedom automatically produce philosophy, nor does philosophy alone guarantee freedom. Yet this is almost a historical law: the moment asking questions becomes dangerous in a society, neither philosophy nor science can survive there for long.

Philosophy is not an intellectual ornament or a cultural luxury.
