Venezuela has one of the world's largest and highest quality oil reserves.
\nOn paper, this meant prosperity.
\nIn reality, it has meant poverty, hunger and migration.
\nIt is the same in many countries:
\nGold comes out.
\nOil comes out.
\nNatural gas comes out.
\nThe diamond comes out.
\nBut the people don't get their share.
\nThis is the natural resource curse:
\nWhen a country's underground wealth, instead of improving the lives of its people, makes them more vulnerable.
\nThere are resources, but no development.
\nThere is income, not justice.
\nThe first curse starts from here.<\/p>\n
When resources cease to be the common property of the people and fall under the control of a narrow circle of power, corrupt state apparatuses or closed elites, wealth does not produce development.
\nOn the contrary, it deepens injustice.
\nProduction does not diversify.
\nThe economy is locked to a single source.
\nEducation is pushed to the background.
\nThe future is postponed.<\/p>\n
But the curse doesn't end there.<\/p>\n
States that fail to manage their natural resources with their people, transparently and fairly, do not only rot from within;
\nit also becomes a target from the outside.
\nWealth that is not shared cannot be protected.
\nThe resources that are taken away from the people are opened to the outside world.
\nAnd this time the second curse comes into play.
\nGreat powers come.
\nHe calls it democracy.
\nHe says stability.
\nFreedom, he says.
\nThe real issue is the source.
\nThey are not satisfied with some of this wealth that has never been distributed to the people.
\nThey get more.
\nWhat remains is poverty.
\nAddiction remains.
\nDebris remains.<\/p>\n
The natural resource curse is therefore a double curse.
\nIt produces injustice inside.
\nIt whets the appetite outside.
\nWealth underground
\nis first cut off from the people,
\nthen it is taken away from the country.
\nAnd the price
