Oysa bu meseleye sloganlarla de\u011fil, sosyolojik ger\u00e7eklerle bak\u0131ld\u0131\u011f\u0131nda tablo son derece nettir: T\u00fcrk\u2013K\u00fcrt karde\u015fli\u011fi bir temenni, bir iyi niyet \u00e7a\u011fr\u0131s\u0131 ya da siyasal m\u00fchendislik \u00fcr\u00fcn\u00fc de\u011fildir;<strong> ya\u015fanm\u0131\u015f hayat\u0131n, ortak tarihin ve i\u00e7 i\u00e7e ge\u00e7mi\u015f toplumsal yap\u0131n\u0131n<\/strong> sonucudur.<\/p>\n<p>Cumhuriyet\u2019in kurulu\u015f s\u00fcrecine bak\u0131ld\u0131\u011f\u0131nda da bu ortakl\u0131k a\u00e7\u0131k\u00e7a g\u00f6r\u00fcl\u00fcr. Kurucu Meclis\u2019te K\u00fcrt vekillerin yer almas\u0131, Cumhuriyet\u2019in etnik d\u0131\u015flama \u00fczerine de\u011fil, ortak yurtta\u015fl\u0131k fikri \u00fczerine in\u015fa edildi\u011finin g\u00f6stergesidir. K\u00fcrtler, Cumhuriyet\u2019in kurucu iradesinin par\u00e7as\u0131 olmu\u015f; yaln\u0131zca y\u00f6netilen de\u011fil, y\u00f6neten \u00f6zne olarak siyasal hayatta yer alm\u0131\u015ft\u0131r. Bu temsil, tek bir d\u00f6neme ya da tek bir partiye \u00f6zg\u00fc kalmam\u0131\u015f; \u00e7ok partili hayata ge\u00e7i\u015fle birlikte K\u00fcrtler T\u00fcrkiye\u2019de hemen her siyasal partide varl\u0131k g\u00f6stermi\u015ftir. Bug\u00fcn K\u00fcrt yurtta\u015flar, farkl\u0131 ideolojik \u00e7izgilerdeki partilerde siyaset yapmakta; bu da K\u00fcrt kimli\u011finin tek bir siyasal kal\u0131ba s\u0131\u011fd\u0131r\u0131lamayaca\u011f\u0131n\u0131 g\u00f6stermektedir.<\/p>\n<p>Bu \u00e7er\u00e7evede Atat\u00fcrk\u2019\u00fcn milliyet\u00e7ilik anlay\u0131\u015f\u0131n\u0131 do\u011fru okumak hayati \u00f6nemdedir. Atat\u00fcrk milliyet\u00e7ili\u011fi, etnik k\u00f6ken \u00fczerinden tan\u0131mlanan dar ve d\u0131\u015flay\u0131c\u0131 bir kimlik siyaseti de\u011fil; ortak kader, ortak yurtta\u015fl\u0131k ve ortak hukuk temelinde in\u015fa edilmi\u015f siyasal bir aidiyet anlay\u0131\u015f\u0131d\u0131r. \u201cT\u00fcrkiye Cumhuriyeti\u2019ni kuran T\u00fcrkiye halk\u0131na T\u00fcrk milleti denir\u201d tan\u0131m\u0131, bir etnik \u00fcst\u00fcnl\u00fc\u011f\u00fcn de\u011fil; e\u015fit yurtta\u015fl\u0131\u011f\u0131n ifadesidir. Bu anlay\u0131\u015fta T\u00fcrk olmak, bir soya de\u011fil; Cumhuriyet\u2019in hukukuna ve ortak ya\u015fam iradesine aidiyet anlam\u0131na gelir. K\u00fcrtler bu tan\u0131m\u0131n d\u0131\u015f\u0131nda de\u011fil; bilakis Cumhuriyet\u2019in kurucu unsurlar\u0131 olarak bu \u00e7er\u00e7evenin i\u00e7indedir.<\/p>\n<p>Atat\u00fcrk\u2019\u00fcn milliyet\u00e7ili\u011fi, imparatorluk bakiyesinden kalan \u00e7ok kimlikli bir toplumu bir arada tutman\u0131n modern ve birle\u015ftirici form\u00fcl\u00fcd\u00fcr. Bu nedenle ayr\u0131\u015ft\u0131r\u0131c\u0131 de\u011fil, kapsay\u0131c\u0131d\u0131r; d\u0131\u015flay\u0131c\u0131 de\u011fil, b\u00fct\u00fcnle\u015ftiricidir. Bug\u00fcn T\u00fcrk\u2013K\u00fcrt ili\u015fkisini etnik safla\u015fmalar \u00fczerinden okumaya \u00e7al\u0131\u015fan yakla\u015f\u0131mlar, Atat\u00fcrk milliyet\u00e7ili\u011fini daraltan ve tarihsel ba\u011flam\u0131ndan koparan yakla\u015f\u0131mlard\u0131r. Oysa Cumhuriyet\u2019in erken d\u00f6nemindeki siyasal temsil prati\u011fi, K\u00fcrtlerin devletin ve siyasetin asli par\u00e7as\u0131 oldu\u011funu a\u00e7\u0131k\u00e7a g\u00f6stermektedir.<\/p>\n<p>Bug\u00fcn\u00fcn sosyolojik ger\u00e7ekli\u011fi, bu tarihsel ba\u011flam\u0131 teyit etmektedir. \u0130stanbul, yaln\u0131zca T\u00fcrkiye\u2019nin de\u011fil, d\u00fcnyan\u0131n en b\u00fcy\u00fck K\u00fcrt \u015fehri h\u00e2line gelmi\u015ftir. Tahminlere g\u00f6re \u0130stanbul\u2019da ya\u015fayan K\u00fcrt n\u00fcfusu, Diyarbak\u0131r\u2019dan, Erbil\u2019den, S\u00fcleymaniye\u2019den ya da Avrupa\u2019daki herhangi bir kentten fazlad\u0131r.<\/p>\n<p>Bu veri tek ba\u015f\u0131na bile K\u00fcrtlerin belirli bir co\u011frafyaya hapsedilemeyece\u011fini; T\u00fcrklerle birlikte bu \u00fclkenin her yerinde ya\u015fam kurdu\u011funu, \u00fcretime, siyasete, k\u00fclt\u00fcre ve g\u00fcndelik hayata kat\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. \u0130stanbul\u2019daki K\u00fcrt n\u00fcfusu, ge\u00e7ici bir g\u00f6\u00e7men topluluk de\u011fil; ku\u015faklar boyunca burada k\u00f6k salm\u0131\u015f, T\u00fcrklerle k\u0131z al\u0131p k\u0131z vermi\u015f, akrabal\u0131k ba\u011flar\u0131 kurmu\u015f, ortak bir kent k\u00fclt\u00fcr\u00fc \u00fcretmi\u015f kal\u0131c\u0131 bir toplumsal unsurdur.<\/p>\n<p>S\u0131n\u0131rlar ve etnik indirgemeler \u00fczerinden yap\u0131lan tart\u0131\u015fmalar da, bu ger\u00e7ekli\u011fi g\u00f6lgeleme \u00e7abas\u0131d\u0131r. Suriye, Irak veya \u0130ran s\u0131n\u0131rlar\u0131na hapsedilen bak\u0131\u015f a\u00e7\u0131s\u0131 yanl\u0131\u015ft\u0131r; K\u00fcrtler T\u00fcrkiye\u2019de merkezin ve kamusal ya\u015fam\u0131n asli par\u00e7as\u0131d\u0131r. B\u00fcy\u00fck\u015fehirlerin i\u015f g\u00fcc\u00fcnde, akademisinde, sanat\u0131nda, ticaretinde ve siyasette aktif rol oynayan milyonlarca K\u00fcrt yurtta\u015f, bu \u00fclkenin ortak gelece\u011fini T\u00fcrklerle birlikte \u015fekillendirmektedir. Ayr\u0131\u015ft\u0131r\u0131c\u0131 s\u00f6ylemlerin kar\u015f\u0131s\u0131nda duran en g\u00fc\u00e7l\u00fc veri, i\u015fte bu i\u00e7 i\u00e7e ge\u00e7mi\u015f ve k\u00f6kl\u00fc ya\u015famd\u0131r.<\/p>\n<p>Buradan bak\u0131ld\u0131\u011f\u0131nda mesele \u201ckarde\u015flik nas\u0131l kurulur\u201d sorusu de\u011fildir. As\u0131l soru \u015fudur: Zaten var olan bu karde\u015flik nas\u0131l adalet, hukuk ve demokrasiyle g\u00fc\u00e7lendirilir? E\u015fit yurtta\u015fl\u0131k talebi, bir kesimin di\u011ferine kar\u015f\u0131 \u00fcst\u00fcnl\u00fck aray\u0131\u015f\u0131 de\u011fildir. E\u015fit yurtta\u015fl\u0131k, demokrasinin asgari \u015fart\u0131d\u0131r. T\u00fcrk yurtta\u015f\u0131n hukuka, adalete ve demokrasiye olan ihtiyac\u0131 neyse; K\u00fcrt yurtta\u015f\u0131nki de ayn\u0131d\u0131r. Demokrasi yaln\u0131zca T\u00fcrk\u00e7e konu\u015fanlar i\u00e7in de\u011fil; K\u00fcrt\u00e7e konu\u015fanlar i\u00e7in de gereklidir. Bu talepler kar\u015f\u0131 kar\u015f\u0131ya de\u011fil, ayn\u0131 demokratik zeminin par\u00e7alar\u0131d\u0131r. Birinin \u00f6zg\u00fcrl\u00fc\u011f\u00fc di\u011ferinin kayb\u0131 de\u011fildir; demokrasi geni\u015fledik\u00e7e ortak ya\u015fam g\u00fc\u00e7lenir. Ayr\u0131\u015ft\u0131r\u0131c\u0131 kimlik siyaseti, toplumsal ger\u00e7eklikten de\u011fil; k\u0131sa vadeli siyasal hesaplardan beslenmektedir.<\/p>\n<p>Tam da bu nedenle Milli Birlik, Dayan\u0131\u015fma ve Demokrasi Komisyonu tarihsel bir sorumlulukla kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Bu komisyonun g\u00f6revi, soyut birlik \u00e7a\u011fr\u0131lar\u0131 yapmak ya da kriz anlar\u0131nda sembolik a\u00e7\u0131klamalarla yetinmek de\u011fildir. As\u0131l g\u00f6revi, T\u00fcrk\u2013K\u00fcrt ortak ya\u015fam\u0131n\u0131 e\u015fit yurtta\u015fl\u0131k, hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc ve demokratik temsil ilkeleriyle kal\u0131c\u0131 h\u00e2le getirmektir.<\/p>\n<p>Komisyon, kimlikleri kar\u015f\u0131 kar\u015f\u0131ya getiren dili de\u011fil; ortak yurtta\u015fl\u0131\u011f\u0131 esas alan bir yakla\u015f\u0131m\u0131 benimsemek zorundad\u0131r. T\u00fcrkiye\u2019de birlik, tek tiple\u015ftirme ile de\u011fil; farkl\u0131l\u0131klar\u0131n e\u015fitlenmesiyle m\u00fcmk\u00fcnd\u00fcr. Devletin dili kadar, devletin adaleti de ortak olmal\u0131d\u0131r. T\u00fcrk\u00e7e konu\u015fan yurtta\u015f\u0131n devlete duydu\u011fu g\u00fcven ihtiyac\u0131 neyse, K\u00fcrt\u00e7e konu\u015fan yurtta\u015f\u0131nki de ayn\u0131d\u0131r. Ortak ya\u015fam, ancak ortak hukukla s\u00fcrd\u00fcr\u00fclebilir.<\/p>\n<p>Sonu\u00e7 a\u00e7\u0131kt\u0131r: T\u00fcrk\u2013K\u00fcrt karde\u015fli\u011fi normatif bir \u00e7a\u011fr\u0131 de\u011fil, sosyolojik ve tarihsel bir vak\u0131ad\u0131r. \u0130stanbul\u2019un demografik yap\u0131s\u0131, Cumhuriyet\u2019in kurucu prati\u011fi ve bug\u00fcn\u00fcn \u00e7ok partili siyasal temsili bu ger\u00e7e\u011fi defalarca kan\u0131tlamaktad\u0131r. Yap\u0131lmas\u0131 gereken, var olmayan bir karde\u015fli\u011fi icat etmek de\u011fil; y\u00fczy\u0131l\u0131 a\u015fk\u0131n s\u00fcredir var olan karde\u015fli\u011fi demokrasiyle g\u00fcvence alt\u0131na almakt\u0131r.
