The Local Reform Initiative Association, which aims to solve the legal, financial and administrative problems of local governments, held its first event on November 30 at the Istanbul Metropolitan Municipality (IMM) Ali Emiri Efendi Cultural Center.<\/p>\n

\u2018In the event organized under the name of \u2019Local Reform Meetings\u2018, a panel titled \u2019Administrative and Financial Autonomy in Authority Sharing between Central Administration and Local Governments' was organized. Approximately 250 people attended the panel consisting of three sessions. Murat Karayal\u00e7\u0131n, former Foreign Minister and Chairman of the Social Democratic People's Party (SHP), made the opening speech.<\/p>\n

Session One: Administrative Autonomy<\/h3>\n

In the first session of the event, Prof. Dr. Ru\u015fen Kele\u015f made a presentation moderated by Bu\u011fra G\u00f6kce, President of Istanbul Planning Agency. Prof. Kele\u015f discussed the problems faced by local governments due to central government tutelage from a historical perspective.<\/p>\n

Second Session Fiscal Autonomy<\/h3>\n

\u2018In the second session organized under the subtitle of \u2019Sustainable Municipalism', Bursa Metropolitan Municipality Secretary General Assoc. Prof. Dr. Erg\u00fcl Halis\u00e7elik shared the financial problems of local governments and suggested solutions. The session was moderated by Prof. Dr. Burhan \u015eenatalar, public finance expert and faculty member of Istanbul Bilgi University.<\/p>\n

Session Three Participatory Forum<\/h3>\n

The moderator of the third session, which took place in a forum style, was Prof. Dr. Hatice Kurtulu\u015f from Istanbul University Faculty of Political Sciences. In the session;<\/p>\n

Assoc. Prof. Dr. Ula\u015f Bayraktar (Mersin University),
\nProf. Dr. Cuma \u00c7elik (French Institute of Anatolian Studies),
\nFikret Toks\u00f6z (local government projects expert),<\/p>\n

They presented their solution proposals on the restructuring of local governments and their current problems. Participants also expressed their views and asked questions to the speakers in this session.<\/p>\n

Future Plans of the Local Reform Initiative<\/h3>\n

The association, chaired by Murat Karayal\u00e7\u0131n, plans to continue organizing \u2018Local Reform Meetings\u2019.
