Ders ge\u00e7me sisteminden s\u0131nav sistemine, s\u0131n\u0131f ge\u00e7me sisteminden m\u00fcfredata ve \u00f6\u011fretmenlik meslek kanununa kadar pek \u00e7ok alanda defalarca de\u011fi\u015fiklik yap\u0131ld\u0131.<\/p>\n<p><strong><a href=\"https:\/\/halkweb.com.tr\/en\/this-time-halil-konakci-claimed-he-was-owed-money-by-the-secular-state\/\">This time Halil Konakc\u0131 claimed that he was \u2018owed\u2019 by the secular state!<\/a><\/strong><\/p>\n<p>Peki, AKP d\u00f6neminde T\u00fcrkiye&#8217;nin e\u011fitim sistemi ka\u00e7 kez de\u011fi\u015fti?<\/p>\n<p>AKP, 2002 y\u0131l\u0131nda iktidara geldi\u011finden bu yana T\u00fcrkiye&#8217;nin e\u011fitim sistemi \u00fczerinde \u00f6nemli de\u011fi\u015fiklikler ger\u00e7ekle\u015ftirdi. \u0130\u015fte bu d\u00f6nemdeki baz\u0131 \u00f6nemli e\u011fitim reformlar\u0131 ve de\u011fi\u015fiklikleri:<\/p>\n<p><strong>4+4+4 E\u011fitim Modeli (2012):<\/strong> 2012 y\u0131l\u0131nda AKP h\u00fck\u00fcmeti, T\u00fcrkiye&#8217;nin e\u011fitim sisteminde \u00f6nemli bir de\u011fi\u015fikli\u011fe imza att\u0131 ve 12 y\u0131ll\u0131k zorunlu e\u011fitimi 4+4+4 modeli olarak yeniden d\u00fczenledi. Bu de\u011fi\u015fiklikle birlikte \u00f6\u011frenciler ilkokulu 4 y\u0131l, ortaokulu 4 y\u0131l ve liseyi 4 y\u0131l olmak \u00fczere toplam 12 y\u0131l e\u011fitim al\u0131r hale geldi.<\/p>\n<p><strong>Temel E\u011fitimden Orta\u00f6\u011fretime Ge\u00e7i\u015f (TEOG) Kald\u0131r\u0131ld\u0131 (2018):<\/strong> 2018 y\u0131l\u0131nda TEOG s\u0131navlar\u0131 kald\u0131r\u0131ld\u0131 ve yerine yerel s\u0131navlar ve okul ba\u015far\u0131 puanlar\u0131na dayal\u0131 bir sisteme ge\u00e7ildi. Bu de\u011fi\u015fiklikle \u00f6\u011frencilerin orta\u00f6\u011fretime ge\u00e7i\u015f s\u00fcreci yeniden d\u00fczenlendi.<\/p>\n<p><strong>Yeni M\u00fcfredat (2017):<\/strong> 2017 y\u0131l\u0131nda m\u00fcfredat de\u011fi\u015ftirilerek, Milli E\u011fitim Bakanl\u0131\u011f\u0131 taraf\u0131ndan haz\u0131rlanan yeni bir m\u00fcfredat uygulamaya konuldu. Bu yeni m\u00fcfredatla birlikte ders i\u00e7erikleri ve \u00f6\u011fretim programlar\u0131 revize edildi.<\/p>\n<p><strong>E\u011fitimde Yeniden Yap\u0131lanma (2005-2012):<\/strong> AKP h\u00fck\u00fcmeti, 2005-2012 y\u0131llar\u0131 aras\u0131nda e\u011fitimde kapsaml\u0131 bir yeniden yap\u0131lanmaya gitmi\u015ftir. Okul binalar\u0131, \u00f6\u011fretmen istihdam\u0131, e\u011fitim materyalleri gibi bir\u00e7ok alanda iyile\u015ftirmeler ve yat\u0131r\u0131mlar ger\u00e7ekle\u015ftirilmi\u015ftir.<\/p>\n<p><strong>\u00d6\u011fretmenlik Meslek Kanunu (2010 ve 2022):<\/strong> 2010 y\u0131l\u0131nda \u00f6\u011fretmenlik meslek kanunu kabul edildi ve \u00f6\u011fretmenlerin atanma, g\u00f6revde y\u00fckselme, disiplin cezalar\u0131 gibi konularda yeni d\u00fczenlemeler getirildi. 2022 y\u0131l\u0131nda t\u00fcm meslek sendikalar\u0131n\u0131n itirazlar\u0131na ra\u011fmen \u00d6\u011fretmenlik Meslek Kanunu bir kez daha de\u011fi\u015ftirildi.<\/p>\n<p><strong><a href=\"https:\/\/halkweb.com.tr\/en\/yesim-salkim-continues-to-distribute-judgment-after-buket-aydinin-historical-cover-for-halil-konakciya-this-is-the-secular-republic-of-turkey-founded-by-mustafa-kemal-ataturkun\/\">Ye\u015fim Salk\u0131m continues to dispense judgment! Bu de\u011fi\u015fikliklerden her biri bir \u00f6ncekini arat\u0131r halde, e\u011fitim sisteminin ba\u011flam\u0131ndan kopuk olarak tasarlanm\u0131\u015f ve neticesinde hi\u00e7biri do\u011fru bir niteli\u011fe kavu\u015famam\u0131\u015f olan bu sistem i\u00e7inde gel git yapmak zorunda kalan \u00e7ocuklar, gen\u00e7ler ve kafas\u0131 kar\u0131\u015fan velilere olmu\u015ftur.<\/p>\n<p>21 y\u0131lda e\u011fitimde ya\u015fanan di\u011fer de\u011fi\u015fiklikler \u015fu \u015fekilde:<\/p>\n<p><strong>Katsay\u0131 artt\u0131r\u0131ld\u0131<\/strong><\/p>\n<p>AKP\u2019nin daha sonra Ergenekon ve Balyoz operasyonlar\u0131yla tasfiye edece\u011fi devlet i\u00e7indeki kadrolarla \u00e7at\u0131\u015fmas\u0131nda \u00fcniversite giri\u015f s\u0131nav\u0131ndaki katsay\u0131 uygulamas\u0131n\u0131n \u00f6nemli bir yeri oldu. \u0130mam Hatip mezunlar\u0131n\u0131n \u00fcniversitelere girebilmesi i\u00e7in verilen kavgada \u00f6zellikle meslek lisesi \u00f6\u011frencilerinin durumu da kullan\u0131lmaya \u00e7al\u0131\u015f\u0131ld\u0131.<\/p>\n<p>AKP iktidar\u0131 2003\u2019te, \u00fcniversite giri\u015f s\u0131nav\u0131nda katsay\u0131lar\u0131 yeniden d\u00fczenlendi. Siyasi bir \u00e7eki\u015fmenin sembol\u00fc haline gelen ve \u00fcniversite s\u0131nav\u0131n\u0131 etkileyen katsay\u0131 problemi, d\u00f6nemin Milli E\u011fitim Bakan\u0131 H\u00fcseyin \u00c7elik\u2019in talimat\u0131yla yap\u0131lan de\u011fi\u015fiklikle daha da b\u00fcy\u00fcd\u00fc. Alan\u0131ndan farkl\u0131 bir b\u00f6l\u00fcm\u00fc tercih etmek isteyen \u00f6\u011frencilerin \u00f6n\u00fcndeki en b\u00fcy\u00fck engel olan katsay\u0131 oranlar\u0131 2003\u2019teki d\u00fczenleme ile daha sorunlu hale geldi.<\/p>\n<p><strong>Katsay\u0131 uygulamas\u0131 kald\u0131r\u0131ld\u0131<\/strong><\/p>\n<p>2009\u2019da \u00fcniversiteye giri\u015fte katsay\u0131 kald\u0131r\u0131ld\u0131. Ancak \u00e7e\u015fitli davalar sonucunda Mart 2010\u2019da katsay\u0131 alan d\u0131\u015f\u0131n\u0131 se\u00e7enler i\u00e7in 0,12; kendi alanlar\u0131n\u0131 se\u00e7enler i\u00e7in 0,15 olarak belirlendi. Farkl\u0131 katsay\u0131lar\u0131n kald\u0131r\u0131lmas\u0131 i\u00e7in \u00e7al\u0131\u015fan Y\u00d6K bu sefer b\u00fct\u00fcn mezunlar\u0131n orta\u00f6\u011frenim ba\u015far\u0131 puan\u0131n\u0131n 0,15 olarak sabitledi. Bu sefer Dan\u0131\u015ftay bunun e\u015fitlik ilkesine ayk\u0131r\u0131 oldu\u011funu s\u00f6yledi ve Y\u00d6K yeniden farkl\u0131 bir katsay\u0131 tespit etti, farkl\u0131 alan se\u00e7en adaylarda sonu\u00e7 0,13, kendi alan\u0131n\u0131 se\u00e7en adaylarda 0,15 katsay\u0131s\u0131yla \u00e7arp\u0131lacakt\u0131. \u0130tirazlar \u00fczerine 2010\u2019da tekrar ba\u015flan\u0131lan yere d\u00f6n\u00fcld\u00fc.<\/p>\n<p><strong>Katsay\u0131 uygulamas\u0131 tekrar kald\u0131r\u0131ld\u0131<\/strong><\/p>\n<p>2011\u2019de Y\u00d6K, katsay\u0131 uygulamas\u0131n\u0131 tekrar kald\u0131rd\u0131. Katsay\u0131, her aday i\u00e7in 0,12 oldu. Katsay\u0131 problemini k\u00f6kten \u00e7\u00f6zmeye kararl\u0131 olan Y\u00d6K, \u00e7ok s\u00fcre ge\u00e7meden t\u00fcm katsay\u0131 uygulamalar\u0131n\u0131 kald\u0131rm\u0131\u015f oldu.<\/p>\n<p><strong>M\u00fcfredat de\u011fi\u015fti<\/strong><\/p>\n<p>2004\u2019te pilot uygulama ile ba\u015flayan de\u011fi\u015fiklik 2005\u2019te t\u00fcm okullarda uygulanmaya ba\u015flad\u0131. Ele\u015ftirel d\u00fc\u015f\u00fcnme, problem \u00e7\u00f6zme, yarat\u0131c\u0131 d\u00fc\u015f\u00fcnme gibi beceriler kazand\u0131r\u0131lmas\u0131 hedeflenen de\u011fi\u015fiklikte ama\u00e7 \u00f6\u011frenciyi ezberden kurtarmakt\u0131. Bulunan \u00e7\u00f6z\u00fcm sorunu gidermeye yaramad\u0131. Okuma yazmada fi\u015fler yerini seslere b\u0131rakt\u0131.<\/p>\n<p><strong>4+4+4 sistemi geldi<\/strong><\/p>\n<p>2012\u2019de 4+4+4 olarak bilinen yeni sistemle e\u011fitim sitemi ba\u015ftan a\u015fa\u011f\u0131 de\u011fi\u015fti. 8 y\u0131ll\u0131k zorunlu e\u011fitim yerini 4+4 ile kesintili e\u011fitime b\u0131rakt\u0131. Bir\u00e7ok \u00e7ocuk bu sistem y\u00fcz\u00fcnden okula devam edemedi. \u00c7ocuk ya\u015fta evliliklerin say\u0131s\u0131 \u00fczerinde bile etkili olan bu sistem g\u00fcn\u00fcm\u00fczde hala uygulamadad\u0131r. Bu uygulama imam hatip orta okullar\u0131n\u0131n tekrar a\u00e7\u0131lmas\u0131, okula ba\u015flama ya\u015f\u0131n\u0131n 5- 5.5\u2019a d\u00fc\u015f\u00fcr\u00fclmesi, m\u00fcfredat\u0131n de\u011fi\u015ftirilmesi, ders saatlerinin de\u011fi\u015fmesi ve se\u00e7meli derslerin artt\u0131r\u0131lmas\u0131n\u0131 da kapsayan bir de\u011fi\u015fiklikle geldi. B\u00f6ylece m\u00fcfredata Hz. Muhammed\u2019in Hayat\u0131, Temel Dini Bilgiler, Kuran\u0131 Kerim, Ya\u015fayan Diller ve Leh\u00e7eler gibi dersler de se\u00e7meli olarak eklenmi\u015f oldu. Okul ya\u015f\u0131n\u0131n d\u00fc\u015f\u00fcr\u00fclmesiyle oyun \u00e7a\u011f\u0131ndaki \u00e7ocuklar e\u011fitim sistemine adapte olmakta zorland\u0131, milyonlarca \u00e7ocuk okuma yazma \u00f6\u011frenemedi, \u00f6zellikle yoksul b\u00f6lgelerdeki okul mevcutlar\u0131 kapasitesinin \u00e7ok \u00fczerinde \u00f6\u011frenci ile e\u011fitim vermek zorunda kald\u0131.<\/p>\n<p><strong>Liseler 3 y\u0131ldan 4 y\u0131la \u00e7\u0131kt\u0131<\/strong><\/p>\n<p>2005\u2019te liselerde e\u011fitim s\u00fcresi 4 y\u0131la \u00e7\u0131kar\u0131ld\u0131. Bu de\u011fi\u015fiklik liselerdeki yabanc\u0131 dil haz\u0131rl\u0131k s\u0131n\u0131flar\u0131n\u0131n kalkmas\u0131na neden oldu. Meslek liseleri ile di\u011fer lise programlar\u0131n\u0131n ilk y\u0131l\u0131 ortakla\u015ft\u0131r\u0131ld\u0131 ve \u00f6\u011frencilere birinci y\u0131l sonunda liseler aras\u0131 de\u011fi\u015fiklik yapma hakk\u0131 tan\u0131nd\u0131. Sistem ba\u015far\u0131l\u0131 olamad\u0131.<\/p>\n<p><strong>LGS kald\u0131r\u0131ld\u0131, OKS getirildi<\/strong><\/p>\n<p>2005\u2019te Liselere Giri\u015f S\u0131nav\u0131 (LGS) kald\u0131r\u0131larak Orta\u00f6\u011fretim Kurumlar\u0131 S\u0131nav\u0131 (OKS) getirildi. \u0130ki sistemde de 3 y\u0131ll\u0131k ortaokul e\u011fitimi sonunda tek s\u0131nav yap\u0131l\u0131yordu. Fark ise OKS\u2019nin s\u0131nav i\u00e7eri\u011fi, m\u00fcfredat\u0131 ve katsay\u0131lar\u0131ndayd\u0131.<\/p>\n<p><strong>Bakan ayn\u0131 ama s\u0131nav yine de\u011fi\u015fti<\/strong><\/p>\n<p>2007\u2019de, liselere giri\u015f sistemi tekrar de\u011fi\u015fti. Tekli s\u0131nav yerini her y\u0131l girilecek \u00fc\u00e7l\u00fc s\u0131nava b\u0131rakt\u0131. Yeni sistemin amac\u0131 dershanelere olan ihtiyac\u0131n azalt\u0131lmas\u0131 olarak duyuruldu ama sonu\u00e7 \u00f6yle olmad\u0131. Aksine dershane tercihleri daha da artt\u0131, dershane gitme ya\u015f\u0131 daha da d\u00fc\u015ft\u00fc.<\/p>\n<p><strong>3\u2019l\u00fc SBS\u2019den tekli SBS\u2019ye d\u00f6n\u00fc\u015f yap\u0131ld\u0131<\/strong><\/p>\n<p>2010\u2019da liselere giri\u015fte yap\u0131lan \u00fc\u00e7l\u00fc SBS yerini tek bir s\u0131nava b\u0131rakt\u0131. Bu de\u011fi\u015fimin sebebi olarak dershane ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n\u0131n artmas\u0131 g\u00f6sterildi. Oysa \u00fc\u00e7l\u00fc s\u0131nav\u0131n amac\u0131 ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azaltmakt\u0131.<\/p>\n<p><strong>SBS gitti, TEOG geldi<\/strong><\/p>\n<p>2013\u2019te SBS yerini TEOG\u2019a b\u0131rakt\u0131. Son derece karma\u015f\u0131k olan sistemde \u00e7ocuklar 6 temel dersten 12 ayr\u0131 merkezi s\u0131nava girdi. S\u0131nav\u0131n a\u00e7\u0131k u\u00e7lu sorular i\u00e7ermesi ve art\u0131k test sisteminden vazge\u00e7ilmesi i\u00e7in \u00e7al\u0131\u015fmalar\u0131n yap\u0131ld\u0131\u011f\u0131n\u0131 s\u00f6yleyen bakan\u0131n u\u011fra\u015flar\u0131 bo\u015funa gitti.<\/p>\n<p><strong>Genel liseler Anadolu Liselerine d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc<\/strong><\/p>\n<p>2010 y\u0131l\u0131nda d\u00fcz lise olarak bilinen genel liselerin Anadolu Lisesine d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesine karar verildi. 2014\u2019e kadar toplam 1953 genel lise, Anadolu Lisesine d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. YGS ve LYS olarak iki a\u015famada planlanan \u00fcniversite s\u0131nav\u0131, \u00d6SS \u00f6ncesi uygulanan sisteme benzer hale geldi. YGS\u2019de baraj\u0131 ge\u00e7enler, 5 ayr\u0131 alanda yap\u0131lan LYS\u2019ye girmeye ba\u015flad\u0131 ve ayr\u0131ca puan t\u00fcrleri de de\u011fi\u015fmi\u015f oldu.<\/p>\n<p><strong>Her okula bir ak\u0131ll\u0131 tahta uygulamas\u0131<\/strong><\/p>\n<p>2011\u2019de FAT\u0130H Projesi ile \u00fclke genelinde 620 bin derslikte ak\u0131ll\u0131 tahta kullanarak dersleri dijital ortama ta\u015f\u0131may\u0131 hedefleyen MEB, bu kapsamda s\u0131n\u0131flara diz\u00fcst\u00fc bilgisayar, projekt\u00f6r ve internet altyap\u0131s\u0131 sa\u011flamak \u00fczere yola \u00e7\u0131kt\u0131 fakat projenin hedefine ula\u015ft\u0131\u011f\u0131 s\u00f6ylenemez. E\u011fitimde alt yap\u0131 sorununu okullara ak\u0131ll\u0131 tahta takarak \u00e7\u00f6zebilece\u011fini d\u00fc\u015f\u00fcnen bir bak\u0131\u015f a\u00e7\u0131s\u0131 da tarihin tozlu sayfalar\u0131na kar\u0131\u015ft\u0131.<\/p>\n<p><strong>K\u0131l\u0131k k\u0131yafet y\u00f6netmeli\u011fi de\u011fi\u015fti<\/strong><\/p>\n<p>2012\u2019de okullardaki k\u0131l\u0131k k\u0131yafet y\u00f6netmeli\u011finde de\u011fi\u015fikli\u011fe gidildi. De\u011fi\u015fikli\u011fe g\u00f6re \u00f6\u011frenciler, okul, s\u0131n\u0131f ve \u015fubelerde tek tip k\u0131yafet giymeye zorlanamayacakt\u0131. \u0130mam Hatip\u2019te okuyan veya se\u00e7meli Kuran\u2019\u0131 Kerim dersi alan k\u0131z \u00e7ocuklar\u0131 ba\u015flar\u0131n\u0131 \u00f6rtebilecek dendi. Bu konuya dair at\u0131lan ilk ad\u0131md\u0131.<\/p>\n<p><strong>Dershaneler kapat\u0131ld\u0131, \u00f6zel okul oldu<\/strong><\/p>\n<p>Dershanelerin \u00f6zel okula d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesini d\u00fczenleyen kanunla, \u00d6\u011fretim Kurumlar\u0131 Kanunu\u2019ndan dershane tan\u0131m\u0131 \u00e7\u0131kar\u0131ld\u0131. Kanuna g\u00f6re dershaneler Temmuz 2019\u2019a kadar \u00f6zel okullara d\u00f6n\u00fc\u015fecekti. Cemaat ve iktidar kavgalar\u0131n\u0131n g\u00f6lgesinde \u015fahit oldu\u011fumuz bu hamleler sonucunda dershanelerin kapat\u0131lmas\u0131 ve d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi \u00fczerine \u00e7ok\u00e7a durum ger\u00e7ekle\u015fti. Dershanelerle ilgili kanuna CHP itiraz\u0131yla y\u00fcr\u00fctmeyi durdurma karar\u0131 verildi. Yeni y\u00f6netmelikte \u00f6zel \u00f6\u011fretim kursu tan\u0131m\u0131 getirildi. Sonras\u0131nda Dan\u0131\u015ftay, \u00f6zel kurslarda \u201c\u00fc\u00e7 bilim grubunda kurs a\u00e7ma\u201d maddesiyle ilgili y\u00fcr\u00fctmeyi durdurma karar\u0131 verdi. Yap\u0131lan d\u00fczenlemeyle 8 bilim grubunun 5\u2019inden kurs a\u00e7\u0131lmas\u0131 hakk\u0131 tan\u0131nd\u0131.<\/p>\n<p><strong>\u00d6\u011frenciler \u00e7ok uzaklarda okullara yerle\u015ftirildi<\/strong><\/p>\n<p>2014\u2019te TEOG yerle\u015ftirme sonu\u00e7lar\u0131yla tercih yapmayan \u00f6\u011frencilerin kay\u0131tlar\u0131 sistem taraf\u0131ndan otomatik olarak yap\u0131ld\u0131. Buna g\u00f6re \u00e7ocuklar evlerinden y\u00fczlerce kilometre uzakl\u0131ktaki okullara yerle\u015ftirildi.<\/p>\n<p><strong>T\u00fcrban orta\u00f6\u011fretimde resmen serbest b\u0131rak\u0131ld\u0131<\/strong><\/p>\n<p>2015\u2019te \u00f6\u011frencilerin k\u0131l\u0131k ve k\u0131yafetlerine dair y\u00f6netmelikte yap\u0131lan de\u011fi\u015fiklik Resmi Gazete\u2019de yay\u0131mlanarak y\u00fcr\u00fcrl\u00fc\u011fe girdi. Y\u00f6netmelikle, ortaokul ve liselerde ba\u015f\u00f6rt\u00fcs\u00fc serbest b\u0131rak\u0131ld\u0131. Bunun yan\u0131nda \u2018sa\u00e7 boyama, v\u00fccuda d\u00f6vme ve makyaj yapma, pirsing takma, b\u0131y\u0131k ve sakal b\u0131rakma\u2019 yasakland\u0131. V\u00fccudu belli eden k\u0131yafetler, tayt, etek boyuna ise k\u0131s\u0131tlama getirildi.<\/p>\n<p><strong>\u00dcniversitelerin puan t\u00fcr\u00fc de\u011fi\u015ftirildi<\/strong><\/p>\n<p>2015\u2019te YGS\u2019ye 2 ay kala, Y\u00d6K, hukuk ba\u015fta olmak \u00fczere pek \u00e7ok program\u0131n puan t\u00fcr\u00fcn\u00fc de\u011fi\u015ftirdi. Ayr\u0131ca \u00fcniversiteye giri\u015fte fak\u00fcltelere taban puan getirildi. \u0130lk uygulama t\u0131p ve hukuk fak\u00fcltelerinde oldu. Bir\u00e7ok s\u0131nava giren gen\u00e7 bu hamle ile ma\u011fduriyet ya\u015fad\u0131.<\/p>\n<p><strong>Proje okullar uygulamas\u0131 ba\u015flad\u0131<\/strong><\/p>\n<p>Yasas\u0131 2014\u2019te \u00e7\u0131kan proje okullar ile ilgili okullar\u0131n belirlenmesi, y\u00f6netici g\u00f6revlendirilmesi, \u00f6\u011fretmen atamas\u0131na ili\u015fkin usul ve esaslar y\u00f6netmelikle belirlendi. B\u00f6ylece proje okul olarak belirlenen \u00fclkenin en y\u00fcksek puanl\u0131 150 okulu do\u011frudan bakanl\u0131\u011fa ba\u011flanm\u0131\u015f, okullara yap\u0131lacak kadro atamalar\u0131 MEB \u00d6\u011fretmen Atama ve Yer De\u011fi\u015ftirme Y\u00f6netmeli\u011fi d\u0131\u015f\u0131na \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. 2017\u2019de bu sistem geni\u015fletilmi\u015f, 500\u2019\u00fcn \u00fczerine okula \u00f6\u011fretmen atama isteyemez duruma gelmi\u015ftir. Veliler ve \u00f6\u011frenciler de proje okullar\u0131n getirdi\u011fi sorunlar i\u00e7in s\u0131k\u00e7a soka\u011fa \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p><strong>A\u00e7\u0131k u\u00e7lu sorular kald\u0131r\u0131ld\u0131<\/strong><\/p>\n<p>\u00d6SYM, 2016 y\u0131l\u0131nda \u00fcniversite s\u0131nav\u0131na a\u00e7\u0131k u\u00e7lu soru uygulamas\u0131n\u0131 getirdi. Bu uygulama yeni \u00fcniversiteye ge\u00e7i\u015f s\u0131nav\u0131nda kald\u0131r\u0131ld\u0131. Liselere ge\u00e7i\u015fte de uygulanmas\u0131 d\u00fc\u015f\u00fcn\u00fclen bu sorular, TEOG ile birlikte kald\u0131r\u0131ld\u0131.<\/p>\n<p><strong>KHK\u2019ler ile 41 bin 397 e\u011fitimci kamudan ihra\u00e7 edildi<\/strong><\/p>\n<p>OHAL ile kamudan ihra\u00e7 edilen 116.196 kamu g\u00f6revlisinin %36\u2019s\u0131 e\u011fitim kurumlar\u0131ndan oldu. \u0130hra\u00e7 edilen e\u011fitimci say\u0131s\u0131 darbe yapt\u0131\u011f\u0131 gerek\u00e7esiyle ihra\u00e7 edilen asker say\u0131s\u0131ndan daha fazla oldu. TEOG yerine Veli Tercihine Ba\u011fl\u0131 Serbest Kay\u0131t Sistemi ad\u0131 verilen yeni sistemle \u00f6\u011frencilerin evlerine en yak\u0131n 5 okuldan birini tercih edece\u011fi bir sistem getirildi. Nitelikli okullara girmek isteyen \u00f6\u011frenciler ise \u201ciste\u011fe ba\u011fl\u0131 olarak\u201d merkezi s\u0131nava girecek. Yeni sistemi \u201cE\u011fitim B\u00f6lgesi ve S\u0131navs\u0131z Mahalli Yerle\u015ftirme Sistemi\u201d olarak a\u00e7\u0131klayan Bakan Y\u0131lmaz, k\u0131saca \u201cLiseye Ge\u00e7i\u015f Sistemi\u201d dedi bu s\u0131nava. Bu sistem o kadar zor ve asl\u0131nda T\u00fcrkiye ko\u015fullar\u0131na uymayan bir haldeydi ki, yak\u0131n\u0131nda istedi\u011fi t\u00fcrden okul olmad\u0131\u011f\u0131 i\u00e7in istedi\u011fi liseye yaz\u0131lamayan, mecburen imam hatip lisesine gitmek zorunda kalan, bir okul t\u0131kl\u0131m t\u0131kl\u0131mken di\u011feri bo\u015f olan okullar sorununu ortaya \u00e7\u0131kard\u0131.<\/p>\n<p><strong>Pandemi ile e\u011fitim \u00f6\u011fretim 1,5 y\u0131l sekteye u\u011frad\u0131<\/strong><\/p>\n<p>Pandemi ile birlikte e\u011fitime ara verildi. B\u00f6ylece \u00f6\u011fretmenler s\u0131nava girecek ve ba\u015far\u0131l\u0131 olanlar unvan alacak. Unvan alan \u00f6\u011fretmenler daha fazla maa\u015f alacak, \u00f6\u011fretmenler aras\u0131nda kademe fark\u0131 olacak. \u00d6\u011fretmenlik kariyer basamaklar\u0131 s\u0131nav\u0131n\u0131n ilki 2022 y\u0131l\u0131nda ger\u00e7ekle\u015ftirildi. E\u011fitim niteli\u011fini s\u0131navla artt\u0131rmaya(!) al\u0131\u015fk\u0131n olan sistem t\u00fcm \u00f6\u011fretmen sorunlar\u0131n\u0131 g\u00f6z ard\u0131 ederek sisteme bir s\u0131nav daha eklemi\u015f oldu.<\/p>\n<p><strong>MESEM program\u0131 ile \u00e7ocuk i\u015f\u00e7ilik hedeflendi<\/strong><\/p>\n<p>MESEM uygulamas\u0131 ile meslek liselerinde okuyan \u00f6\u011frenciler 4 g\u00fcn i\u015fletmelerde \u00e7al\u0131\u015f\u0131rken, 1 g\u00fcn okula gitmeye ba\u015flad\u0131. 2022 y\u0131l\u0131yla birlikte uygulanan bu programa 8. s\u0131n\u0131f\u0131 bitirdikten sonra dahil olunabiliyor. \u201cHaftada 1 g\u00fcn okul\u201d, \u201cMaa\u015f ve sigorta!\u201d, \u201c\u0130\u015f garantisi!\u201d sloganlar\u0131yla MESEM\u2019lere \u00f6\u011frenci \u00e7ekmeye \u00e7al\u0131\u015fan MEB\u2019in amac\u0131 e\u011fitim mi, \u00e7ocuk i\u015f\u00e7ili\u011fi mi, gen\u00e7 i\u015fsizlik oran\u0131n\u0131 d\u00fc\u015f\u00fcrmek mi belli de\u011fil. \u0130\u015fletmeleri \u00f6zendirmek i\u00e7in devlet \u00f6\u011frencilerin sigortas\u0131 yan\u0131nda alacaklar\u0131 \u00fccretleri de \u00f6d\u00fcyor. En son bildi\u011fimiz \u00e7al\u0131nt\u0131 s\u0131nav 2022 KPSS olsa da bu \u00d6SYM\u2019nin ilk \u00e7al\u0131nt\u0131 s\u0131nav\u0131 de\u011fil. \u0130lk olarak 1973 y\u0131l\u0131nda \u00fcniversite sorular\u0131n\u0131n \u00f6zel bir dershaneye verildi\u011fi a\u00e7\u0131\u011fa \u00e7\u0131km\u0131\u015ft\u0131. Bunun \u00fczerine s\u0131nav iptal edilmi\u015fti. Benzer bir durum yine 1992 Anadolu Liseleri S\u0131nav\u0131nda ya\u015fanm\u0131\u015f, s\u0131nav tekrar edilmi\u015fti. 1999\u2019da bu sefer \u00d6SS\u2019nin iki kitap\u00e7\u0131\u011f\u0131n\u0131n \u00e7al\u0131nd\u0131\u011f\u0131n\u0131n ortaya \u00e7\u0131kmas\u0131yla s\u0131nav ileri bir tarihe ertelenmi\u015fti.<\/p>\n<p>Bilinen ilk \u00e7al\u0131nt\u0131 olay\u0131 2009 y\u0131l\u0131nda Polis Meslek Y\u00fcksek Okullar\u0131 \u00d6\u011frenci Adayl\u0131\u011f\u0131 S\u0131nav\u0131\u2019nda ya\u015fand\u0131. S\u0131nav\u0131n \u00e7al\u0131nd\u0131\u011f\u0131 ortaya \u00e7\u0131k\u0131nca s\u0131nav tekrarland\u0131. \u00c7al\u0131nt\u0131 s\u0131nav\u0131n soru\u015fturmas\u0131 iktidar taraf\u0131ndan s\u0131r gibi saklansa da cemaat ba\u011flant\u0131lar\u0131yla iki kitap\u00e7\u0131\u011f\u0131n kayboldu\u011fu ortaya \u00e7\u0131km\u0131\u015ft\u0131.<\/p>\n<p>Aradan 1 y\u0131l ge\u00e7mi\u015fti ki bu sefer de benzer bir \u015fekilde 2010\u2019daki KPSS\u2019de bir \u015faibe ortaya \u00e7\u0131km\u0131\u015ft\u0131. KPSS\u2019nin e\u011fitim bilimleri b\u00f6l\u00fcm\u00fcndeki sorularda 110 ve \u00fczeri do\u011fru yapan ki\u015filer evli, akraba ve ayn\u0131 yerlerde oturan ki\u015filer \u00e7\u0131km\u0131\u015ft\u0131. S\u0131nav yine iptal edilmi\u015f, d\u00f6nemin ba\u015fbakan\u0131 Erdo\u011fan o d\u00f6nem cemaat ba\u011flant\u0131lar\u0131yla s\u0131nav\u0131n \u00e7al\u0131nd\u0131\u011f\u0131 s\u00f6ylentileri yalanlam\u0131\u015ft\u0131. Sonraki y\u0131llarda Devlet Denetleme Kurulu\u2019nun 2010 y\u0131l\u0131nda \u00e7al\u0131nt\u0131n\u0131n kayna\u011f\u0131n\u0131 G\u00fclen cemaati olarak tespit etti\u011fi ortaya \u00e7\u0131km\u0131\u015ft\u0131. \u0130lerleyen zamanlarda s\u0131nav\u0131n genel k\u00fclt\u00fcr k\u0131sm\u0131 sorular\u0131n\u0131n da \u015faibeli oldu\u011fu ortaya \u00e7\u0131kt\u0131.<\/p>\n<p><strong>Her alandan s\u0131navlar \u00e7al\u0131nd\u0131<\/strong><\/p>\n<p>S\u0131nav \u00e7al\u0131nt\u0131lar\u0131 h\u0131z kesmeden ve her alanda yap\u0131lmaya devam ediyordu. Aradan yine bir y\u0131l ge\u00e7mi\u015fti ki 2011 y\u0131l\u0131nda bu sefer de Yurtd\u0131\u015f\u0131 Y\u00fcksek\u00f6\u011fretim Diplomalar\u0131 Denkli\u011fi \u0130\u00e7in Seviye Tespit S\u0131nav\u0131 T\u0131p Doktorlu\u011fu 2. A\u015fama S\u0131nav\u0131 \u00fczerine \u015faibe d\u00fc\u015fm\u00fc\u015ft\u00fc. 100 sorudan 75\u2019inin eski sorular oldu\u011fu tespit edilmi\u015f, s\u0131nav iptal edilmi\u015fti.<\/p>\n<p>\u0130ktidar ve cemaat el ele y\u0131llarca bir\u00e7ok alanda s\u0131navlar\u0131 \u00e7alm\u0131\u015f, kendi istedi\u011fi ki\u015fileri istedi\u011fi yere koymay\u0131 ba\u015farm\u0131\u015ft\u0131. Y\u0131llar sonra ba\u015flayan cemaat- AKP kavgas\u0131 sonras\u0131 herkes ete\u011finde ta\u015flar\u0131 d\u00f6km\u00fc\u015f, iktidar 2002-2013 aras\u0131 yap\u0131lan s\u0131navlar\u0131n hepsinde \u015faibe oldu\u011funu kabul etmi\u015fti. \u00d6yleki Ankara Ba\u015fsavc\u0131l\u0131\u011f\u0131\u2019n\u0131n talebiyle istihbarat birimlerinin yapt\u0131\u011f\u0131 ara\u015ft\u0131rmayla bu d\u00f6nemdeki t\u00fcm \u00d6SYM s\u0131navlar\u0131n\u0131n \u00e7al\u0131nd\u0131\u011f\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131.
