The National Education Academy has been the center of controversy since the first day it came to the agenda.
The most recent controversy is the salaries and additional course fees to be paid to the contracted education personnel who will work at the National Education Academy, as well as the selection procedure for these personnel.
Starting with the first issue, according to publicly available information, the salaries and wages of the Academy's training staff are as follows;
Monthly additional course payments were also announced, provided that all courses are covered in full and the calculation is based on a four-week semester.
Monthly additional course payments were also announced, provided that all courses are covered in full and the calculation is based on a four-week semester.
According to this;
-Professors 165 000-172 000 TL salary, 35.520 TL additional course fee,
-Doctors 124 000-129 000 TL salary and 29.920 TL additional course fee,
-Doctoral faculty members receive a salary of 103,000-108,000 and a supplementary course fee of 24,400 TL,
-Teachers with the titles of specialist and head teacher will be able to earn a salary between 82 500-86 500 and an additional 13,320 TL.
It will be seen that these salaries and wages are higher than the salaries and wages of equivalent education personnel working in the public sector.
The second issue is the selection of training staff. Training staff will be recruited from two sources. The first source is universities. The definition of ‘Board: The Academic Board of the National Education Academy’ in the ‘Definitions’ section of the Guidelines for the Employment of Contracted Education Personnel of the National Education Academy and the provision in the ‘Evaluation and Employment’ section that states that ‘Those who will be employed among the applicants will be determined with the approval of the Minister from among those proposed by the Board.” reveal how the academic staff to be recruited to the Academy will be recruited!
The second source is teachers working in the Ministry of National Education. According to the Guidelines, teachers working within the Ministry of National Education will take an oral exam on the dates and places determined by the Ministry after completing the evaluation form and will be evaluated out of 100 points according to the Oral Examination Evaluation Form.
In short, academic staff to be recruited to the Academy will be appointed by the Minister upon the recommendation of the National Education Academy Board, while staff to be recruited from MoNE will be appointed by the Minister based on their oral exam scores.
The Academic Board of the National Academy of Education consists of a president and ten members. The President and members shall be appointed by the President of the Republic.
After these explanations, let's get to the point!
It is clear that the National Education Academy, whose chairman and board members are appointed by the President of the Republic, whose academic staff are recommended by this board and appointed by the Minister, and whose educational staff from the Ministry of National Education are screened by oral examination commissions formed by provincial directorates of national education, will not be impartial and objective!
It is clear as day that the government wants to train its own teachers through the Law on Teaching Profession and the National Education Academy. Unless the Law on the Teaching Profession and the National Education Academy regulations are repealed, it is obvious that the teaching profession will be in trouble!
