{"id":286091,"date":"2026-05-21T05:24:45","date_gmt":"2026-05-21T05:24:45","guid":{"rendered":"https:\/\/halkweb.com.tr\/?p=286091"},"modified":"2026-05-21T05:24:45","modified_gmt":"2026-05-21T05:24:45","slug":"cocuklar-okullarda-demokrasiyi-nasil-deneyimleyecek","status":"publish","type":"post","link":"https:\/\/halkweb.com.tr\/de\/cocuklar-okullarda-demokrasiyi-nasil-deneyimleyecek\/","title":{"rendered":"Wie werden Kinder Demokratie in der Schule erleben?"},"content":{"rendered":"<p>Hemen hemen b\u00fct\u00fcn \u00fclkelerde e\u011fitim sistemi ve sistemin temel ta\u015f\u0131 olan okullardan \u00f6zg\u00fcr, ele\u015ftirel d\u00fc\u015f\u00fcnebilen, sorumluluk sahibi, sosyal sorunlara duyarl\u0131, insanlar\u0131 seven ve demokratik de\u011ferlere sahip bireyler yeti\u015ftirmesi beklenir.<\/p>\n<p>Bu anlamda halk\u0131n egemenli\u011fine dayanan bir y\u00f6netim \u015fekli olarak tan\u0131mlanan demokrasi, bir toplum tasar\u0131m\u0131 olarak da e\u011fitimle do\u011frudan ili\u015fki i\u00e7indedir. E\u011fitim ve e\u011fitimli insanlar olmadan ne demokrasi ye\u015ferebilir, ne de ya\u015fanabilir.<\/p>\n<p>Dewey\u2019e g\u00f6re e\u011fitim, gelecek i\u00e7in bir haz\u0131rl\u0131k de\u011fil, bir ya\u015fam bi\u00e7imidir ve mevcut e\u011fitim sisteminin temel sorunu, okulun bir insan toplulu\u011fu olarak de\u011fil de bilgi verilen, ders \u00f6\u011frenilen, al\u0131\u015fkanl\u0131k olu\u015fturan bir yer olarak g\u00f6r\u00fclmesidir. Demokratik bir toplumda e\u011fitimin i\u015flevi, her \u00e7ocu\u011fun kendini ger\u00e7ekle\u015ftirebilece\u011fi karakter, huy ve erdemleri geli\u015ftirmesine yard\u0131m etmektir. Ona g\u00f6re toplumsal ya\u015fam\u0131n kalitesini belirleyen iki \u00f6l\u00e7\u00fct olup bunlar, bilin\u00e7li bir bi\u00e7imde payla\u015f\u0131lan ilgi ve deneyimlerin \u00e7e\u015fitlili\u011fi ve toplumsal birimlerle kar\u015f\u0131l\u0131kl\u0131 ili\u015fkilerin zenginli\u011fi ve \u00f6zg\u00fcrl\u00fck d\u00fczeyidir. Bunlar, ayn\u0131 zamanda demokratik toplumu tan\u0131mlayan temel niteliklerdir.<sup><a href=\"#endnote-1\">[1]<\/a><\/sup><\/p>\n<p>T\u00fcrkiye e\u011fitim sisteminde, okullarda demokrasi deneyimi olarak bilinen ve uzun y\u0131llard\u0131r s\u00fcrd\u00fcr\u00fclen iki uygulama son y\u0131llarda sessiz sedas\u0131z ortadan kald\u0131r\u0131ld\u0131. Bu uygulamalar\u0131n ilki \u2018E\u011fitsel kol \u00e7al\u0131\u015fmalar\u0131\u2019 ve \u2018Sosyal kul\u00fcp \u00e7al\u0131\u015fmalar\u0131\u2019 olarak bilinen uygulama, ikincisi ise \u2018\u00d6\u011frenci meclisleri\u2019dir.<\/p>\n<p>Okulda demokrasi deneyimi olan sosyal kul\u00fcp \u00e7al\u0131\u015fmalar\u0131, \u201cMill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131 E\u011fitim Kurumlar\u0131 Sosyal Etkinlikler Y\u00f6netmeli\u011fi\u201d kapsam\u0131na al\u0131narak, asl\u0131nda geni\u015fletildi ancak, y\u00f6netmeli\u011fin 5.maddesi 3.f\u0131kras\u0131nda; \u2018Sosyal etkinlik \u00e7al\u0131\u015fmalar\u0131, \u00f6ncelikle ders saatleri d\u0131\u015f\u0131nda uygulan\u0131r. Bu \u00e7al\u0131\u015fmalar zorunlu h\u00e2llerde ders saatleri i\u00e7inde de uygulanabilir.\u2019 h\u00fckm\u00fc gere\u011fi, b\u00fct\u00fcn etkinlikler okul saati d\u0131\u015f\u0131na \u00e7\u0131kar\u0131larak i\u015flevsizle\u015ftirildi. Ayr\u0131ca sosyal kul\u00fcp \u00e7al\u0131\u015fmalar\u0131, s\u0131n\u0131flar baz\u0131na indirilerek i\u00e7eri\u011fi bo\u015falt\u0131ld\u0131 ve \u00f6\u011frencilerin, di\u011fer s\u0131n\u0131flardaki \u00f6\u011frencilerle ileti\u015fimi kopar\u0131ld\u0131. Bug\u00fcn uygulamada, ders saatleri d\u0131\u015f\u0131nda hi\u00e7bir sosyal kul\u00fcp \u00e7al\u0131\u015fmas\u0131 yap\u0131lmamakta, okul koridorlar\u0131n\u0131, k\u00e2\u011f\u0131t \u00fcst\u00fcnde yap\u0131lm\u0131\u015f gibi g\u00f6sterilen sosyal kul\u00fcp levhalar\u0131 s\u00fcslemektedir.<\/p>\n<p>Okullardaki ikinci demokrasi deneyimi olan Demokrasi E\u011fitimi ve Okul Meclisleri Projesi ise TBMM Ba\u015fkanl\u0131\u011f\u0131 ile Milli E\u011fitim Bakanl\u0131\u011f\u0131 aras\u0131nda imzalanan protokol uyar\u0131nca uygulanmaktayken, 2013 y\u0131l\u0131na kadar T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi Ba\u015fkanl\u0131\u011f\u0131 ile i\u015f birli\u011fi halinde ger\u00e7ekle\u015ftirilmi\u015f, ancak TBMM Ba\u015fkanl\u0131\u011f\u0131, Milli E\u011fitim Bakanl\u0131\u011f\u0131na g\u00f6ndermi\u015f oldu\u011fu &#8220;T\u00fcrkiye \u00d6\u011frenci Meclisi&#8217; konulu yaz\u0131 ile Demokrasi E\u011fitimi ve Okul Meclisleri Projesi&#8217;ne ili\u015fkin faaliyetlere 2013 y\u0131l\u0131ndan itibaren d\u00e2hil olmayaca\u011f\u0131n\u0131 belirtmi\u015f, bu nedenle s\u00f6z konusu proje, 2018 y\u0131l\u0131 d\u00e2hil olmak \u00fczere Milli E\u011filim Bakanl\u0131\u011f\u0131 taraf\u0131ndan y\u00fcr\u00fct\u00fclm\u00fc\u015f, bu ba\u011flamda Milli E\u011fitim Bakanl\u0131\u011f\u0131 Demokrasi E\u011fitimi ve Okul Meclisleri Y\u00f6nergesi Makam Oluru ile y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lm\u0131\u015f ve T\u00fcrkiye \u00d6\u011frenci Meclisi \u00e7al\u0131\u015fmalar\u0131 iptal edilmi\u015ftir.<\/p>\n<p>Kald\u0131r\u0131lan Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131 Demokrasi E\u011fitimi Ve Okul Meclisleri Y\u00f6nergesinin 5.maddesinde, \u2018Cumhuriyetimizin demokrasi ile g\u00fc\u00e7lendirilmesi; \u00f6\u011frencilerimizde yerle\u015fik bir demokrasi k\u00fclt\u00fcr\u00fcn\u00fcn olu\u015fturulmas\u0131, ho\u015fg\u00f6r\u00fc ve \u00e7o\u011fulculuk bilincinin geli\u015ftirilmesi, kendi k\u00fclt\u00fcr\u00fcn\u00fc \u00f6z\u00fcmsemi\u015f, mill\u00ee ve manev\u00ee de\u011ferlere ba\u011fl\u0131, evrensel de\u011ferleri benimseyen nesillerin yeti\u015ftirilmesi; \u00f6\u011frencilere se\u00e7me, se\u00e7ilme ve oy kullanma k\u00fclt\u00fcr\u00fcn\u00fcn kazand\u0131r\u0131lmas\u0131; kat\u0131l\u0131mc\u0131 olma, ileti\u015fim kurabilme, demokratik liderli\u011fi benimseyebilme ve kamuoyu olu\u015fturabilme becerilerinin kazand\u0131r\u0131lmas\u0131\u2019 ama\u00e7lanmaktayd\u0131. Nitekim yap\u0131lan \u00e7al\u0131\u015fmalarda, s\u0131n\u0131f, okul, il\u00e7e, il ve T\u00fcrkiye meclislerinin olu\u015fumu, temsilcilerin se\u00e7imi, her birimde yap\u0131lan demokratik se\u00e7imlerle ger\u00e7ekle\u015fmekteydi.<\/p>\n<p>Sosyal kul\u00fcp \u00e7al\u0131\u015fmalar\u0131n\u0131n, ders saatleri d\u0131\u015f\u0131na \u00e7\u0131kar\u0131larak i\u015flevsizle\u015ftirilmesinin ve Demokrasi E\u011fitimi ve Okul Meclisleri Projesinin i\u00e7inde oldu\u011fumuz d\u00f6nem ba\u015f\u0131nda y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lmas\u0131n\u0131n pedagojik nedenleri anla\u015f\u0131lamam\u0131\u015f ve hi\u00e7 bir tepki ortaya \u00e7\u0131kmam\u0131\u015ft\u0131r.<\/p>\n<p>Toplumumuzun birer prototipi olan okullar\u0131m\u0131zda, demokrasi deneyiminin iki g\u00fczel \u00f6rne\u011finin ortadan kald\u0131r\u0131lmas\u0131 sonucunda, \u00e7ocuklar\u0131m\u0131z\u0131n okullarda demokrasiyi ya\u015fayarak \u00f6\u011frenebilece\u011fi, deneyimleyece\u011fi hi\u00e7bir uygulama kalmam\u0131\u015ft\u0131r.<\/p>\n<p>Peki \u00e7ocuklar, okullarda demokrasiyi nas\u0131l deneyimleyecek?<\/p>\n<ol>\n<li><em>M.\u015ei\u015fman ve Di\u011ferleri.
