Art\u0131k sorunun ad\u0131n\u0131 koymadan \u00e7\u00f6z\u00fcm \u00fcretilemeyece\u011fi a\u00e7\u0131k.<\/p>\n<p>T\u00fcrkiye\u2019nin en derin ve en uzun s\u00fcreli meselelerinden biri olan K\u00fcrt sorunu, b\u00fcy\u00fck \u00f6l\u00e7\u00fcde kar\u015f\u0131l\u0131kl\u0131 g\u00fcvensizlik ve <strong>\u201cb\u00f6l\u00fcnme korkusu\u201d<\/strong> etraf\u0131nda \u015fekillendi. Bu korku, sadece devlet politikalar\u0131n\u0131 de\u011fil, toplumun geni\u015f kesimlerinin zihnini de belirledi. Oysa son y\u00fcz y\u0131l\u0131n deneyimi g\u00f6steriyor ki korku \u00fczerine kurulu politikalar ne birli\u011fi g\u00fc\u00e7lendirdi ne de ac\u0131lar\u0131 dindirdi.<\/p>\n<p>Bug\u00fcn h\u00e2l\u00e2 \u015fu temel soruyla kar\u015f\u0131 kar\u015f\u0131yay\u0131z:<br \/>\nAd\u0131n\u0131 koymadan \u00e7\u00f6z\u00fcm olur mu?<\/p>\n<h3>Y\u00fcz Y\u0131ll\u0131k M\u00fccadelenin Esas\u0131: Var Olma Talebi<\/h3>\n<p>K\u00fcrtlerin son y\u00fczy\u0131lda verdi\u011fi m\u00fccadelenin \u00f6z\u00fcne bak\u0131ld\u0131\u011f\u0131nda, bunun esas olarak bir var olma, tan\u0131nma ve kabul edilme m\u00fccadelesi oldu\u011fu g\u00f6r\u00fcl\u00fcr. Bu m\u00fccadele \u00e7o\u011fu zaman yanl\u0131\u015f okundu, g\u00fcvenlik merce\u011fine s\u0131k\u0131\u015ft\u0131r\u0131ld\u0131 ve \u00e7o\u011fu kez <strong>\u201cb\u00f6l\u00fcnme tehdidi\u201d<\/strong> olarak yorumland\u0131.<\/p>\n<p>Oysa tarihsel ger\u00e7eklik daha n\u00fcansl\u0131d\u0131r.<br \/>\nE\u011fer K\u00fcrt toplumunun geni\u015f kesimlerinin temel hedefi ayr\u0131lmak olsayd\u0131:<br \/>\nT\u00fcrklerle bin y\u0131l\u0131 a\u015fk\u0131n ortak ya\u015fam kurulmazd\u0131,<br \/>\nmilyonlarca karma evlilik ger\u00e7ekle\u015fmezdi,<br \/>\nayn\u0131 orduda, ayn\u0131 cephelerde birlikte can verilmezdi.<br \/>\nToplumsal hayat\u0131n bu derin i\u00e7 i\u00e7eli\u011fi, meselenin \u00f6z\u00fcnde bir kopu\u015f arzusundan \u00e7ok e\u015fit yurtta\u015fl\u0131k ve kimlik tan\u0131nmas\u0131 talebinin a\u011f\u0131r bast\u0131\u011f\u0131n\u0131 g\u00f6stermektedir.<\/p>\n<h3>\u0130nk\u00e2r D\u00f6neminin A\u011f\u0131r Miras\u0131<\/h3>\n<p>T\u00fcrkiye\u2019nin yak\u0131n tarihinde K\u00fcrt kimli\u011finin ink\u00e2r edildi\u011fi d\u00f6nemler, bug\u00fcn ya\u015fanan g\u00fcvensizli\u011fin en \u00f6nemli kaynaklar\u0131ndan biridir.<br \/>\nBir zamanlar:<br \/>\n\u201cK\u00fcrt\u201d kelimesinin kamusal alanda telaffuzu dahi sorun say\u0131ld\u0131,<br \/>\nK\u00fcrt\u00e7e kamusal g\u00f6r\u00fcn\u00fcrl\u00fckten d\u0131\u015fland\u0131,<br \/>\nfarkl\u0131 d\u00f6nemlerde K\u00fcrt\u00e7e konu\u015fmaya y\u00f6nelik fiil\u00ee ve resm\u00ee yasaklar uyguland\u0131.<\/p>\n<p>Eski bakanlardan \u015eerafettin El\u00e7i\u2019nin <strong>\u201cBen K\u00fcrd\u00fcm\u201d<\/strong> dedi\u011fi i\u00e7in yarg\u0131lan\u0131p cezaevine girmesi, bu d\u00f6nemin sembolik k\u0131r\u0131lma anlar\u0131ndan biri olarak haf\u0131zalara kaz\u0131nd\u0131. Bu olay, meselenin yaln\u0131zca g\u00fcvenlik de\u011fil ayn\u0131 zamanda tan\u0131nma krizi oldu\u011funu a\u00e7\u0131k bi\u00e7imde ortaya koyuyordu.<\/p>\n<p>12 Eyl\u00fcl d\u00f6neminde K\u00fcrt\u00e7enin kamusal ve hatta \u00f6zel alanda kullan\u0131m\u0131na getirilen yasaklar ise toplumun geni\u015f kesimlerinde derin bir travma yaratt\u0131. Devletin b\u00fct\u00fcn g\u00fcc\u00fcyle y\u00fcr\u00fctt\u00fc\u011f\u00fc asimilasyon politikalar\u0131, beklenenin aksine K\u00fcrt kimli\u011fini ortadan kald\u0131rmad\u0131; tersine kimlik bilincini daha da peki\u015ftirdi.<\/p>\n<h3>Asimilasyonun S\u0131n\u0131r\u0131 ve K\u00fcrt Toplumunun Duru\u015fu<\/h3>\n<p>Y\u00fcz y\u0131ll\u0131k tecr\u00fcbenin belki de en net sonucu \u015fudur:<br \/>\nZorla benze\u015ftirme politikalar\u0131 kal\u0131c\u0131 \u00e7\u00f6z\u00fcm \u00fcretmedi.<br \/>\nK\u00fcrt toplumu, a\u011f\u0131r bedeller \u00f6demesine ra\u011fmen kimli\u011fini koruma y\u00f6n\u00fcnde g\u00fc\u00e7l\u00fc bir toplumsal refleks g\u00f6sterdi. Bu durum, meselenin g\u00fcvenlik tedbirleriyle de\u011fil, demokratik tan\u0131nma ve e\u015fitlik politikalar\u0131yla ele al\u0131nmas\u0131 gerekti\u011fini defalarca ortaya koydu.<\/p>\n<p>Bug\u00fcn gelinen noktada hem devlet akl\u0131n\u0131n hem de toplumun \u015fu ger\u00e7ekle y\u00fczle\u015fmesi gerekiyor:<br \/>\n\u0130nk\u00e2r \u00e7\u00f6zmedi.<br \/>\nBask\u0131 \u00e7\u00f6zmedi.<br \/>\nAsimilasyon \u00e7\u00f6zmedi.<br \/>\nO halde ayn\u0131 y\u00f6ntemleri farkl\u0131 dozlarda tekrarlaman\u0131n farkl\u0131 sonu\u00e7 \u00fcretmesini beklemek ger\u00e7ek\u00e7i de\u011fildir.<\/p>\n<h3>B\u00f6l\u00fcnme Korkusu: Ger\u00e7ek mi, Travma m\u0131?<\/h3>\n<p>T\u00fcrkiye\u2019de K\u00fcrt meselesinin \u00e7\u00f6z\u00fcm\u00fcn\u00fc zorla\u015ft\u0131ran en g\u00fc\u00e7l\u00fc psikolojik bariyerlerden biri b\u00f6l\u00fcnme paranoyas\u0131d\u0131r. Devlet ve toplumun \u00f6nemli bir kesiminde \u015fu kayg\u0131 uzun y\u0131llar belirleyici oldu:<br \/>\n<em>\u201cDil ve demokratik haklar verilirse \u00fclke b\u00f6l\u00fcn\u00fcr.\u201d<\/em><\/p>\n<p>Ancak son y\u00fczy\u0131l\u0131n sosyolojik verileri bu varsay\u0131m\u0131n otomatik bir do\u011frulamas\u0131 olmad\u0131\u011f\u0131n\u0131 g\u00f6steriyor. D\u00fcnyadaki pek \u00e7ok \u00f6rnek, kimlik haklar\u0131n\u0131n tan\u0131nmas\u0131n\u0131n her zaman b\u00f6l\u00fcnmeye yol a\u00e7mad\u0131\u011f\u0131n\u0131; aksine \u00e7o\u011fu durumda aidiyeti g\u00fc\u00e7lendirdi\u011fini ortaya koyuyor.<\/p>\n<p>T\u00fcrkiye \u00f6zelinde de \u015fu soruyu sormak gerekiyor:<br \/>\nGer\u00e7ek birlik, korkuyla m\u0131 g\u00fc\u00e7lenir; yoksa e\u015fitlik ve g\u00f6n\u00fcll\u00fc aidiyetle mi?<\/p>\n<p>Bu soru art\u0131k ertelenemez bir e\u015fi\u011fe gelmi\u015ftir.<\/p>\n<h3>Yeni Bir Dil, Yeni Bir G\u00fcven \u0130n\u015fas\u0131<\/h3>\n<p>Bug\u00fcn ihtiya\u00e7 duyulan \u015fey, eski tart\u0131\u015fmalar\u0131 tekrar etmek de\u011fil; yeni bir g\u00fcven zemini kurmakt\u0131r.<\/p>\n<p>Bunun i\u00e7in:<br \/>\nMeselenin ad\u0131n\u0131 do\u011fru koymak,<br \/>\ntarihsel ac\u0131lar\u0131 ink\u00e2r etmemek,<br \/>\ne\u015fit yurtta\u015fl\u0131k ilkesini somutla\u015ft\u0131rmak,<br \/>\nk\u00fclt\u00fcrel ve dilsel haklar\u0131 g\u00fcvenceye almak<br \/>\nka\u00e7\u0131n\u0131lmaz ad\u0131mlar olarak duruyor.<\/p>\n<p>Bu ad\u0131mlar\u0131n at\u0131lmas\u0131 yaln\u0131zca K\u00fcrtler i\u00e7in de\u011fil, T\u00fcrkiye\u2019nin b\u00fct\u00fcnl\u00fc\u011f\u00fc ve demokratikle\u015fmesi i\u00e7in de kritik \u00f6nemdedir.<\/p>\n<h3>Sonu\u00e7: Ad\u0131n\u0131 Koymadan \u00c7\u00f6z\u00fcm Gelmez<\/h3>\n<p>T\u00fcrkiye\u2019nin K\u00fcrt meselesi art\u0131k ink\u00e2rla, ertelemeyle veya yaln\u0131zca g\u00fcvenlik perspektifiyle y\u00f6netilemeyecek kadar k\u00f6kl\u00fc ve toplumsalla\u015fm\u0131\u015f bir meseledir.<br \/>\nY\u00fcz y\u0131ll\u0131k tecr\u00fcbe bize \u015funu s\u00f6yl\u00fcyor:<br \/>\nKorku siyaseti kaybettirdi.<br \/>\n\u0130nk\u00e2r g\u00fcvensizli\u011fi b\u00fcy\u00fctt\u00fc.<br \/>\nAsimilasyon toplumsal yaray\u0131 derinle\u015ftirdi.<br \/>\nArt\u0131k daha cesur bir y\u00fczle\u015fmeye ihtiya\u00e7 var.<br \/>\n\u00c7\u00fcnk\u00fc ad\u0131n\u0131 koymad\u0131\u011f\u0131m\u0131z hi\u00e7bir sorunu ger\u00e7ekten \u00e7\u00f6zemeyiz.<\/p>\n<p>Ve belki de T\u00fcrkiye\u2019nin \u00f6n\u00fcndeki en b\u00fcy\u00fck e\u015fik tam olarak buras\u0131d\u0131r:<br \/>\nKorkular\u0131n g\u00f6lgesinden \u00e7\u0131k\u0131p ortak gelece\u011fi g\u00fcven \u00fczerine kurabilmek.<\/p>\n<p>Bu sat\u0131rlar\u0131n yazar\u0131 olarak, yakla\u015f\u0131k otuz y\u0131ll\u0131k gazetecilik hayat\u0131m ve yar\u0131m asr\u0131 a\u015fan \u00f6mr\u00fcm boyunca bu \u00fclkede toplumsal bar\u0131\u015f\u0131 savundum; ma\u011fdurlar aras\u0131nda ayr\u0131m yapmadan, d\u00f6k\u00fclen her karde\u015f kan\u0131na kar\u015f\u0131 \u00e7\u0131kt\u0131m. Yazd\u0131\u011f\u0131m kitaplar\u0131n, romanlar\u0131n, makalelerin ve haberlerin ortak y\u00f6n\u00fc, \u00e7at\u0131\u015fman\u0131n de\u011fil bar\u0131\u015f\u0131n dilini g\u00fc\u00e7lendirme \u00e7abas\u0131 olmu\u015ftur.<\/p>\n<p>Bu duru\u015fun bedelleri de olmad\u0131 de\u011fil. 28 \u015eubat s\u00fcrecinde fi\u015flenerek kamu haklar\u0131ndan mahrum b\u0131rak\u0131ld\u0131m; daha sonra TRT s\u00fcrecinde kazand\u0131\u011f\u0131m s\u0131navlara ra\u011fmen benzer \u015fekilde d\u0131\u015fland\u0131m.
